In the framework of REACT dissemination plan, the National Seminar 3 organized at University of Social Sciences and Humanities – Vietnam National University Ho Chi Minh City aims at:
  1. Providing students, academics of PC HEIs, manager from private sector, research institutes, government bodies working in the fields of Education, Environment, Resources and Climate Change in Southern region about green growth in cities and current status of green growth and sustainable development in Vietnam as well as the case of Ho Chi Minh city.
  2. Discussing on solutions for green growth in Ho Chi Minh city in specific and Vietnam as a whole through developing economy in association with minimizing the impacts on environment.
  3. Raising the concern of stakeholders and fostering relation among academy and private sector and government body.
The seminar attracted distinguished participants included experts working at Southern Office, Ministry of Science and Technology, Hau Giang and An Giang Department of Science and Technology, Hue University of Agriculture and Forestry together with the presence of lecturers, researchers, postgraduate students and students from Faculty of Sociology (University of Social Sciences and Humanities), HCMC Architecture University, HCM University of Technology and Education.
Assoc.Prof. Dr. Pham Xuan Da, key speaker of the seminar, has successfully addressed various isssues regarding green growth in cities and also provided some criterion for evaluating green growth in Ho Chi Minh city. 
During the seminar, participants shared their opinion about sustainable development in the context of climate change. They gained further understanding of some basic facts on green growth in Ho Chi Minh city and also expected after the seminar, policy makers should take actions to develop urban with green growth orientation.
Besides, at the end of the seminar, MOST also proposed some potential plans regarding this issue and the image of REACT project are promoted to other institutes and individuals.
